City of Thousand Oaks is responsible for the city's local government.

Prior to joining City staff in 1998,Mr. Wartik was a private-sector business consultant specializing in turn-around situations and debt-management issues, both in out-of-court arrangements, and in Chapter 11 and 12 bankruptcies

 Mr.  Wartik has received the following degrees: Bachelor of Arts, Master of Public Administration, and Judicial Doctrine.

Mr. Wartik is currently a board member of the following organizations:
CSU, Channel Islands Alumni and Friends Association, California State University Channel Islands Business Advisory Council, Thousand Oaks-Westlake Village Regional Chamber of Commerce, California Lutheran University School of Business Board of Counselors, Goodwill Industries of Ventura and Santa Barbara Counties, Ventura County Workforce Investment Board (appointed by Board of Supervisors),and the Economic Development Collaborative-Ventura County Executive Committee and Chairman of the Board in 2007.
